SPRINGFIELD, IL--With the state legislature's passage of a bill last week allowing police officers to cite Led Zeppelin bumper stickers as probable cause for a vehicular search, Illinois became the 13th state to recognize classic-rock-related automobile decorations as grounds for waiver of a warrant.

"We've known for years that there was a direct correlation between the presence of a Led Zeppelin bumper sticker and the likelihood of that vehicle containing a controlled substance like marijuana," said DeKalb County Sheriff Ronald Bauer. "However, it wasn't until last Thursday that it was within our power to act on this knowledge to make a drug-possession arrest."

Illinois' action comes on the heels of the recent Supreme Court decision that the Fourth Amendment guarantee against unreasonable search and seizure does not require police to obtain a warrant if there is sufficient cause to believe the vehicle contains contraband.

Following the top court's ruling, a number of states, including Utah, North Carolina and Wisconsin, moved to specifically name Led Zeppelin bumper stickers as a factor in determining whether to conduct searches.

The decision, says Bauer, is supported by extensive data. Illinois state records show that in 1998, there were 362 cases in which a traffic-violation-related search of a Led Zeppelin-logo-adorned vehicle was found to contain illegal drugs or such drug paraphernalia as rolling papers, plastic baggies and metal pipes bearing a row of four cryptic symbols.

Yet before the passage of HB 1921, ill-defined definitions of probable cause have meant that an officer acting on this knowledge was entering risky legal territory.

"This is exactly what policemen have been asking for for years," said Bauer, who said the new law will precipitate a "considerable increase" in the frequency of drug-related arrests of motorists by Illinois police, especially in rural areas. "It used to be that if we spotted a car with that crazy-looking wizard on it, we had to just drive right past unless the longhairs inside were specifically doing something illegal."

Illinois Attorney General Jim Ryan applauded passage of the bill.

"After the Supreme Court decision, it was just a matter of fine-tuning our interpretation of 'probable cause,'" Ryan said. "We've found that Led Zeppelin bumper stickers--or, for that matter, just the sound of "The Immigrant Song" or "Livin' Lovin' Maid" coming from an open window--is exactly the sort of smoking gun local authorities needed to establish a baseline for assessing that probable cause."

Ryan continued: "When it comes right down to it, though, prudent officers have always, to a great degree, relied on common sense. If a vehicle, especially a late-'70s American-made sedan with a vinyl top and some rust, also bears a Led Zeppelin sticker, what are the odds the driver is not in frequent possession of drugs or alcohol?"

Preliminary data seems to indicate that this logic is sound. In a Monday-afternoon field test, state troopers detained 100 Peoria-area motorists under the new Criminal Code 861.4/Section 8 (Probable Cause/ZOSO). Nearly 60 percent of the vehicles contained alcohol, drugs or drug paraphernalia, and nearly all contained suspected alcohol or drug abusers.

Rockford resident Doug Wojcek, charged Tuesday with possession of a quarter-ounce of marijuana, was among those arrested under the new law.

"I was minding my own business when some policeman pulls me over and searches my glove compartment," said Wojcek, 36. "It was just like when Robert Plant gets hassled by the cops in that one song 'Misty Mountain Hop.' Hey, what could I do?"

"This is bullshit," he added. "What about the kids with those Nine Inch Nails stickers? No one is going after them."

Despite such complaints, Illinois Gov. George H. Ryan spoke out in support of the law and advocated widening its scope.

"We might have to add provisions for the search of vehicles bearing the Pink Floyd rainbow-and-black-prism, the Blue Oyster Cult symbol, or maybe even the word Ozzy," said Gov. Ryan, noting that many other states had already made these changes. "We cannot allow this law to become discriminatory in practice. It must serve everyone equally."

Wiz's Notes: It's amazing how the years move forward, yet our thinking moves backwards or just sits stagnant. Like fans of Celine Dion don't fire up a joint now and then... You would think police and government would have something a tad MORE IMPORTANT to do than clog up our legal system with a bunch of middle-aged folks who smoke an occassional reef and listen to excellent musicians. You'd be wrong.

Got Milk?
These students do...

SMITHFIELD, N.C. -- It was a science lesson for some North Carolina high school students --if you drink too much milk, you'll throw up, because your body can't handle that much acid. But their teacher learned a lesson, too -- he's been fired.

Jeff Ferguson taught chemistry and physics at a Smithfield high school. Some of his honors chemistry students took part in a milk-chugging experiment designed to test the body's ability to neutralize acids.

Each student was given a gallon of milk and tried to drink it in an hour. Some students drank until they vomited -- which is the body's reaction when it can no longer handle the acids in milk.

Ferguson says he'll appeal the school board's decision.

We've all been here before...

FARGO, N.D. -- A man who said he was fed up with his cellular phone service went to a Fargo mall and started hurling phones across a store, striking an employee and causing more than $2,000 in damage, authorities said.

Jason Perala, 22, of Fargo, told The Forum newspaper that he planned only to yell at employees at Verizon Wireless.

"Then I just lost it," he said. "I just started grabbing computers and phones and throwing them. I just destroyed the place. ... I kind of regret that I did it, but I hope my message got across."

Police said Perala took off his shirt and put on safety glasses before throwing around computers, phones and other items.

One employee was struck in the shoulder by a phone before he and other workers dashed into an office, locked the door and called police, Sgt. Kevin Volrath said. Other businesses in the West Acres mall lowered their steel security gates during Thursday's incident.

Perala was arrested without incident and jailed on charges of felony criminal mischief and misdemeanor simple assault.

Note from Wiz: This guy obviously will need a new hobby when he gets out of jail. I'm hoping he takes up civil disobedience against gas companies next...

Sasser Worm Unleashed
Anti-virus experts are monitoring the Sasser worm, which began spreading on the Internet over the weekend even though it may have a flaw.

They say the worm could cause unprotected systems to crash -- but doesn't appear to do any serious damage.

Steve Trilling at the Symantec Antivirus Research Center in California said the company received 2,900 reports about the virus from around the world by Monday morning.

He said computer users can avoid trouble by using anti-virus software and the right patches. Microsoft's MS04-011 security patch can stop the worm from spreading.

McAfee Security also offers a stand-alone tool to remove the malicious code.

Another research firm, eEye Digital Security, said that it was surprised the worm had spread at all because the code is poorly written.

Sasser is said to be spreading slowly. Some 25 to 50 companies reported infections on hundreds of machines, but the fast-spreading worms that have generated headlines have tended to infect more than 10 million machines.

Sasser spreads by automatically scanning for unprotected computers running Windows XP or Windows 2000, then downloads itself. It does not need to spread through e-mail.

Local AOL Customers Get Action 9's Help In Billing Dispute

ORANGE COUNTY, Fla. -- Imagine if you signed up for Internet service and found out America Online was 'logging' into your checking account too often. Well, it happened to some Central Florida customers and it didn't stop until Action 9 got involved.

Some consumers in Central Florida signed up with AOL $24 a month, but, as Action 9 found out, once the company had access to their bank accounts, the billing seemed out of control. Some people lost hundreds of dollars.

Email isn't all America Online delivered to Michelle Finney.

"I was devastated," she says.

And stunned, after she discovered AOL pulled $760 out of her checking account for just a month of service, Internet access that was supposed to cost just $24.

Despite all her calls to protest, "You got rage, because nobody will listen to you and be able to do anything about it," she explains.

It turns out, the number AOL gave Finney to dial-in cost $3 a minute. After getting hit for $760 dollars, the company turned around and took out another $140 dollars.

"It made it so I had no money whatsoever for like a month and a half," she says.

Nationwide, AOL generates a lot of complaints to the Better Business Bureau about billing, access number problems and unauthorized charges.

Abbie Davis of Daytona Beach complained when the company kept taking money out of her checking account for services she didn't have. It got so bad, she had to close out her bank account and open a new one. Davis claimed her unauthorized charges exceeded $200.

Many consumers who took their complaints to the Better Business Bureau were able to get answers and refunds. Action 9 contacted AOL for both Michelle Finney and Abbie Davis.

Abbie got several months of free service and Michelle got a full $900 refund.

"If it hadn't been for you people, I would not have my money," Michelle told Action 9.

Just last fall, AOL reached a settlement with the Federal Trade Commission to stop taking money from customers' accounts after they cancelled the service.

The company didn't say it did anything wrong, but clearly there have been billing problems.

Feb. 24 (Bloomberg) -- President Vladimir Putin dismissed the Russian government and said in a broadcast address to the nation he will name a new cabinet before presidential elections in less than three weeks.

Putin fired Prime Minister Mikhail Kasyanov and appointed his deputy, Viktor Khristenko, 46, as acting prime minister, marking the end of the second-longest-serving government since the Soviet Union fell in 1991. Putin, 51, said he made the change in order to emphasize his policies before elections set for March 14.

``This was expected, though for some, the timing is earlier than anticipated,'' Mohamed El-Erian, who manages $12 billion of emerging-market debt at Pacific Investment Management Co., said in an e-mail from Newport Beach, California.

Putin, who in 1999 became the youngest Russian leader since Tsar Nicholas II ascended the throne in 1894, may win about 80 percent of the vote, according to a poll conducted by the Moscow- based All Russia Center for the Study of Public Opinion from Feb. 13 to Feb. 16. The survey of 1,600 people in 100 cities had a margin of error of 3.4 percent. Under the constitution, Putin must appoint a new government after the election."

President Bush Signs Anti-Spam Law

On December 16, 2003, President Bush signed into law the Controlling the Assault of Non-Solicited Pornography and Marketing Act of 2003 (CAN-SPAM Act), which establishes a framework of administrative, civil, and criminal tools to help America's consumers, businesses, and families combat unsolicited commercial e-mail, known as spam.
The new law is a pro-consumer measure that allows consumers to choose to stop further unsolicited spam from a sender. It also provides a protection against spam containing unmarked sexually-oriented or pornographic material.
Background on Today's Presidential Action
• Spam is a problem for Americans. E-mail is an extremely important and effective means of communications and is used by millions of Americans on a daily basis for personal and commercial purposes. Its convenience and efficiency, however, are increasingly threatened by the rise in spam. Spam currently accounts for over half of all e-mail traffic. Today, most spam is fraudulent or deceptive in nature. The growth in spam also imposes significant costs on Internet Service Providers (ISPs), businesses, and other organizations, since they can only handle a finite volume of e-mail without making further investments in their infrastructure.
• The law provides a well-balanced approach that will help to address some of the harmful impacts of spam. The problems associated with spam cannot be solved by Federal legislation alone, but will require the development and adoption of new technologies. Nonetheless, the law will help address the problems associated with the rapid growth and abuse of spam. The new law establishes important "rules of the road" for civil enforcement by the Federal Trade Commission (FTC), other Federal agencies, State attorneys general, and ISPs to help curb spam. It also creates new criminal penalties to assist in deterring the most offensive forms of spam, including unmarked sexually-oriented messages and e-mails containing fraudulent headers. At the same time, the law caps statutory damages for civil violations in most cases. The law also provides greater certainty in interstate commerce for businesses that would otherwise face a wide diversity of state laws on spam.
• The law builds upon the Administration's efforts to empower consumers with choices in the technology field. Under the law, consumers are provided with a choice not to receive any further unsolicited messages from a sender. Senders that do not honor a consumer's request are subject to civil penalties.
• The law strengthens a cornerstone of the Administration's agenda to help protect children against pornography. The law makes spam containing unmarked sexually-oriented material a criminal offense. The labeling requirement gives parents a tool to protect their children from such messages. Under the law, senders of e-mail are required to place warning labels on messages containing sexually-oriented or pornographic material. If they knowingly violate this requirement, spammers are subject to fines or imprisonment.
• The Administration supports the law's tools to help deter the harmful effects of deceptive and misleading spam. The law establishes both civil and criminal prohibitions to deter spammers from using false or misleading identification, and imposes penalties against spammers for these violations.
